It is Mehmet Ali Uysal. Funnily I saw this not too long ago and also thought it was intriguing.

This is like a more comical version of some of the Maya Lin Earthworks. She's most famous for making the Vietnam War Memorial in Washington, DC but does a lot of other interesting art.
